For those who already have a DBS in place through the Diocese of Derby, or from elsewhere which was registered on the update service when first issued and has remained registered, then it may be possible to use it if it is has the required workforces and regulatory barring checks.
Note, all Clergy will be asked to make a full new DBS application even though they may have a certificate subscribed to the update service.
Note anyone who works from home will have to make a new application, even though they may have a certificate subscribed to the update service.
To use a certificate subscribed to the update service for roles in the Diocese of Derby:
1. The Parish Safeguarding Officer must have a recent, completed Confidential Declaration Form.
- If any answers are yes / positive then a copy of this must be sent to dbs@derby.anglican.org with the completed DBS Update Service Check Form, and will be reviewed by the Diocesan safeguarding team.
- If all answers are No, it should be retained by the Parish as part of standard policy.
2. Complete the top half of the DBS Update Service Check Form as you would for a standard DBS application and if the person is new to the Parish, also satisfy yourself that they are who they say they are by asking for identity documents other than the DBS Certificate, as you would usually when going through the recruitment steps checking:
- Full Name
- Date Of Birth
- Role in Parish required now
- If they will work from home now (often this will require a full new application)
- Which Regulatory Barring Checks may be required
- The Parish and Church the applicant will be working for
- If this is for a Voluntary or Paid role
3. For the lower half of the form - From the certificate being checked on the update service – you must see the original certificate and then complete the following:
- The disclosure (certificate) number which is subscribed to the update service (not the update service registration number) – this must include any leading zeros.
- Date of Issue
- Surname, Forenames and Date of Birth as they appear on the certificate if different from those already noted
- Position applied for
- The words in each of the 5 boxes e.g. e.g. Non Record, Not Requested, Certificate Contains no Information etc.
4. Send all the information obtained from 2, and 3 as documented on the form to us at dbs@derby.anglican.org. Do not send copies of the DBS certificate.
5. We will make the update service check and will then send you a notification of a successful DBS check, or advise that a new DBS application is required.

Safe Spaces is a free and independent support service for anyone who has experienced abuse in relation to the Church of England, the Church in Wales, or the Catholic Church of England and Wales. This could be abuse by someone who holds any role in the church or is linked to participating in a church-led activity or group.
If you have been affected, however long ago, Safe Spaces can provide you with support.
You do not have need to have told the police or the church authorities, and you do not have to still be involved with the church.
Your information will not be shared without your consent, unless you or someone else is in immediate danger.
Safe Spaces can provide a range of help, including advocating with authorities and other agencies, giving emotional support, providing information (including information on church and police procedures), understanding your needs and working together on individual support plans.

The Diocese of Derby has subscribed to the Parish Safeguarding Dashboard online tool to make it easier for our churches to manage their safeguarding requirements.
It is free for parishes to register, update and receive action plans on demand.
The Parish Safeguarding Dashboard also enables the Diocesan Safeguarding Team and senior clergy to make sure that each parish is up to date with its safeguarding administration and offer support to those that may be struggling.
This online tool has been designed to display a clear and simple dashboard on a computer, mobile phone or tablet.
The dashboard overview page allows the safeguarding rep, parish clergy, churchwardens and other invited users to see the current status of compliance at a glance.
A green light would mean all is well, amber would mean that action is needed and red would mean urgent action is required.

The 15th - 21st November 2021 is National Safeguarding Adults Week which is led by the ann craft trust who work to act against abuse.
In Derbyshire the Derbyshire Adults Safeguarding Board is supporting the week with the provision of a number of free webinars and events. They write in thier latest newsletter (which may be downloaded in full here)
"The week is an opportunity for us all to come together to raise awareness of important safeguarding issues, facilitate conversations and share examples of best practice.
The theme of this year’s National Safeguarding Adults Week is ‘Creating Safer Cultures’. Promoting safer cultures is all about how organisations and individuals can take steps to minimise harm occurring in the first instance, whilst simultaneously ensuring correct policies and procedures are in place so that safeguarding concerns that are raised, are recognised and responded to effectively.
We are already planning our activities for the week, which include the launch of a new awareness-raising campaign, a special edition newsletter, social media posts, as well as some exciting webinar sessions on a variety of safeguarding topics. The Leadership Course is a requirement for all those who have any leadership responsibility in the church.
All those with Bishop’s licence (Clergy, readers and Lay Ministers), Churchwardens, and many others who hold positions of leadership in work with children, young people or adults who may be at risk or are vulnerable must complete this course. Others in the church are also welcome to attend, as training promotes to culture change in the church. The evaluation task can include preparing an action plan, so you may find it helpful to do this course at the same time as other leaders from your church if that is possible.
The Leadership module is a mixture of reading and mandatory preparation work, two ‘Zoom’ or in person sessions of 90 minutes each and some review and evaluation work. Once you have had a look at this, if you feel it would be difficult for you or seems too 'academic' please contact nick.harding@derby.anglican.org who will discuss it with you.
If you have not previously completed the online Basic and Foundations Courses, this is a requirement to complete these before you complete the Leadership course. To complete the Basic and Foundation online training the link is: Safeguarding Training Portal (cofeportal.org)

This is a pre-requisite module for completing any other core training module.
This is self-directed learning available online via the Church of England Safeguarding Training Portal. It generally takes between 60 and 90 minutes to complete. If you have difficulties accessing the portal, logging on or sharing an email address with someone else who also uses the portal please contact the portal administrators by email at elearning@mail.safeguardingtraining.cofeportal.org as this is managed nationally and we are unable to help.
Parishes are able to deliver this in small groups using the on-line e-learning course. Clear requirements are available from safeguardingtraining@derby.anglican.org or nick.harding@derby.anglican.org

Basic Awareness and Foundation courses are national e-learning courses.
Domestic Abuse Awareness is available as a national e-learning course and is available on Zoom or in-person.
Leadership is available via the National Safeguarding Training portal, here you will find course information and preparation work with 2 sessions on Zoom or in-person.
Leadership for those with PtO is available on Zoom or limited in-person and places must be booked.
Safer Recruitment is available as a national elearning course
Parish Safeguarding Officer (PSO) Induction/Refresher is only available on Zoom.
Basic Awareness, Foundation, Safer Recruitment and Domestic Abuse Awareness can be done by delegates individually at home. Delegates for the Leadership course must be enrolled via the national e-learning portal. If you do not have access to the Internet or a computer or are unable to do this, please contact safeguardingtraining@derby.anglican.org
Each term we offer up to two ‘in person’ Training Days delivering Basic, Foundations and Leadership. These take place at venues across the diocese and are provided only for those unable to do e-learning or Zoom sessions. What is a DBS check?
The Disclosure and Barring Service (DBS) helps employers make safer recruitment decisions and prevent unsuitable people from working with vulnerable groups, including children.
It replaced the Criminal Records Bureau (CRB) and Independent Safeguarding Authority (ISA).

Types of DBS check +
There are three types of check:Basic – this checks for unspent criminal conviction information only and incurs a charge to the ParishEnhanced – this checks for spent and unspent convictions, cautions, reprimands and final warnings plus any additional information held by the police that's reasonably considered relevant to the role being applied forEnhanced with barring list checks – this is like the enhanced check, but includes a check of the DBS barred child and/or adult lists.The House of Bishops has decided that criminal record checks must be renewed every three years. Who needs an enhanced DBS check? +

Within the diocese we are currently streamlining the process for obtaining DBS checks for paid employees and volunteers where they are needed for working in or on behalf of our churches.
The following is a broad outline of the process and there will be some variation between parishes as the streamlining progresses.

DBS applications for all Clergy Licensed Readers and Lay Ministers +
These three documents are applicable for all Licensed Lay Readers / Lay Ministers as well as Clergy. Clergy Confidential Declaration Form this must be completed and signed with either a physical/wet ink or image of your signature. Privacy Notice (PDF). If you need a DBS for your role please speak with your Parish Safeguarding Officer or group Leader. They will provide you with a copy of the Laity Confidential Declaration Form, and Privacy Notice. Applications via the DBS Update Service +
For those who already have a DBS in place through the Diocese of Derby, or from elsewhere which was registered on the update service when first issued and has remained registered, then it may be possible to use it if it is has the required workforces and regulatory barring checks. Note, all Clergy will be asked to make a full new DBS application even though they may have a certificate subscribed to the update service. Do I need a DBS check? +

What if an applicant does not have internet access? +
The applicant can nominate a trusted individual to receive the online link via email on their behalf and them help them go through the form. Alternatively, we can arrange for people to come into Derby Church House to complete the online form with the safeguarding administrator. Contact 01332 388681 or email dbs@derby.anglican.org to arrange an appointment. -
How can I track the progress of my DBS application? +
Just enter your application reference number from your application and date of birth into the DBS Online Tracker. -
What is the benefit of using the DBS Update Service? +
You can have your DBS Certificate kept up-to-date electronically and take it with you from role to role, within the same workforce, where the same type and level of check is required.
This means that you will not need a new DBS check every time your job title changes – but you will need a new DBS if the workforce changes.
This allows you to reuse your DBS certificate when applying for similar jobs, subject to the discretion of a new employer in accepting an existing DBS and using the updating service. -
How does the DBS Update Service work? +
If an individual subscribes to the DBS Update Service their employer can go online, with their consent, and carry out a free, instant check to find out if the information released on the DBS certificate is current and up-to-date. -
Is there an additional cost? +
Joining the service is an individual decision but we highly recommend it for volunteers as it is free.
Paid workers would need to pay a yearly subscription fee of £13.00 at their own expense. -
How do I subscribe to the DBS Update Service? +
Subscription to the DBS Update Service is NOT automatic – but you can join at the same time you apply for a DBS check or within 30 days of the date of issue printed on your Certificate.
Please inform both your parish safeguarding officer and dbs@derby.anglican.org if you do subscribe to the update service as we are not automatically informed. -
I am a Parish Safeguarding Officer. What do I do if someone shows me a DBS certificate
processed by a different organisation but they have subscribed to the DBS Update Service? +- The applicant must still complete a Confidential Declaration Form and you should complete an ID Verification and Justification Form as for a standard DBS Application.
- You will still need to check the original DBS certificate to make sure that it is legitimate and that the level of check processed is adequate for their role in your parish.
- You also need to check if there are any offences/convictions listed because when we perform an online status check it will only tell us if there is any NEW information.
- You then need to email us with the applicant's name, date of birth and a full copy of the DBS certificate they have presented so that we can perform an online status check. We will then email the results to you for your parish records.
